Elections to Centre Councils

As of 14 March 2025, with the entry into force of the new statutes, the Faculty or School Board is called the Centre Council. Information and regulations are in the process of being updated

Nature

The centre council, chaired by the Dean or Director, is the collegiate governing body of the centre and, as such, is made up of academic staff, students and technical, management, administrative and services staff of all the courses and degrees taught there.

 

Composition and duration of term of office

1. The term of office of the school council is six years and its regulations may establish partial renewals for some or all of the sectors.

2. The centre council is made up of:

a) The Dean or Director, who is the chair, by the members of the centre's governing team and by the study coordinators.

b) A representation of the academic staff of each of the departments that teach at the centre, proportional to the teaching dedication of these departments. Permanent teaching staff must represent 51% of the members of the council.

c) A representation of the students of all the degrees of the centre. As a whole, it must represent 30% of the members of the board.

d) By a representation of the technical, management, administrative and service staff of the centre. Overall, it must represent 14% of the members of the board.

 

Election procedure

The procedure for electing members of the centre council must be carried out in accordance with the provisions of these statutes, the General Regulations for Centres and Structures, the Framework Regulations for Centres, Departments and Institutes and the centre's own regulations.

Anyone who has ceased to belong to the sector for which they were elected loses the status of member of the centre council. In this case, they must be replaced by a person elected in accordance with the provisions of the applicable electoral regulations.

 

Procedure

The Centre Council is governed by the General Regulations of Centres and Structures, by the Framework Regulations for Centres, Departments and Institutes and by the Faculty or School Regulations, within the framework of the guidelines set out by the Governing Council.

 

Functions

1. The functions of the centre council are to:

a) Draw up and approve the centre's regulations within the framework of the guidelines established by the Governing Council.

b) Call the elections for dean, or director, under the terms established in the statutes and the regulations.

c) Discuss university policy proposals and ensure the implementation of the centre's action policies.

d) Report on the creation, modification or dissolution of departments and the affiliation of centres that teach degrees assigned to the centre.

e) Participate in the preparation of proposals for the creation and modification of degrees or make proposals for the extinction of official bachelor's degrees and master's degrees.

f) Approve the teaching plan and ensure the organisation and quality of teaching.

g) Approve the annual budget and the accountability of the centre's budget at the end of each financial year.

h) Propose the appointment of honorary doctors.

i) Create, where appropriate, a standing committee and establish its powers taking into account the limits established in section 2 of this article. The composition of the standing committee must guarantee the representation of the departments and degrees attached to the centre.

j) Create committees and delegate powers to them.

k) Assume any other power attributed to it by the statutes and the rest of the applicable regulations.

l) Assume any other functions that may be delegated to it.

2. he centre council must establish in the centre's regulations what powers, if any, it delegates to the permanent board. In any case, the powers included in letters a, b, c and i of the previous section cannot be delegated.

Elections to the School Council have been held via the electronic voting system since 2013.
